How to build a shipment document master record

Documents for importing goods from China into Belarus can be divided into five groups: commercial, transport, customs, permit and payment documents. The exact set should be determined before the order is signed, based on the goods description and the proposed EAEU CN FEA commodity code. Goods bearing the same name may differ in characteristics, intended use and regulatory requirements, so reusing a previous shipment's document set without verification is risky.

The cargo master data card, or document master record, should identify not only each document but also its preparer, due date, language, original-or-copy format, linked particulars and recipient. For example, the supplier prepares the commercial invoice and packing list, the carrier issues the transport document, and the declarant compiles the particulars required for the customs declaration. Where a document depends on testing or registration, that dependency must be built into the schedule before the cargo is ready.

Foreign trade contract and appendices

The contract records the parties, subject matter, quantity, quality, price, currency, payment and delivery terms, and the procedures for acceptance, claims and document transfer. For a complex product range, the details are set out in a specification. The goods description must be precise enough to match it against the commercial invoice, technical description and actual marking. A generic description such as “equipment” makes the characteristics difficult to verify.

The Incoterms rule must be stated together with the agreed named place and the applicable edition. It allocates costs, risks and delivery-related obligations, but does not by itself govern transfer of title, payment or every customs matter; those provisions must be agreed separately. The parties should also determine who will provide the export declaration, certificate of origin, technical documentation and corrected documents if an error is identified.

What to verify in the contract document set

  • the parties' official names, addresses and registration particulars;
  • an accurate goods description and product identifiers;
  • the price, currency, units of measurement and total value;
  • the delivery term with a specific named place;
  • the procedures for payment, delivery, acceptance and document correction;
  • the list of documents the seller is required to provide.

Commercial invoice, packing list and technical description

The commercial invoice links the supplier, buyer, contract, goods, quantity, price and delivery terms. The packing list describes the shipment's physical composition: package numbers, contents, packaging type, dimensions, and net and gross weight. Totals in the documents must agree with the specification and the actual shipment. If one set of goods is split across several cases, this must be recorded so that each item can be identified unambiguously.

Commodity classification and verification of regulatory measures often require more than a commercial product name. Useful supporting materials include catalogues, technical data sheets or passports, composition data, operating principle, intended use, photographs, drawings and manufacturer information. For used equipment, record the year of manufacture, serial number and condition. Translations of key characteristics must preserve the technical meaning of the source document.

The transport document depends on the mode of carriage: a CMR road consignment note, rail consignment note, bill of lading or another document for the relevant transport leg. A multimodal route may involve several transport documents and handover records. The consignor and consignee names, number of packages, weight and marks must agree with the commercial document set. Corrections must be made through the prescribed procedure, not by informally replacing a file without document version control.

Export formalities in China are completed under the rules of the country of export and the parties' agreements. The Belarusian importer should request in advance the documents needed to substantiate the transaction, origin and declared particulars. A Chinese export declaration does not by itself resolve commodity classification or import customs-clearance matters in the EAEU, but its data must not create unexplained discrepancies with the import document set.

Permit documents and restrictions

Before shipment, determine whether the goods require conformity assessment under EAEU technical regulations, a sanitary, veterinary or phytosanitary document, a licence, notification, registration or another regulatory measure. The answer depends on the commodity code and characteristics, and sometimes on the intended use and field of application. Marking and manufacturer information may also form part of the requirements. The required list cannot be determined reliably from a product photograph alone.

Goods containing chemical components, batteries or radio modules, goods in wood packaging, and goods intended for food or medical use require particular attention. Import requirements and safe-carriage conditions overlap in these cases. If a document is issued for a particular manufacturer or model, the shipment particulars must fall within its scope. Before relying on registers or decisions, verify the version in force on the customs declaration date.

Final verification before the cargo is handed over

  • verify the parties and the numbers and dates of the contract, specification and commercial invoice;
  • cross-check goods descriptions, models, item numbers and serial numbers;
  • verify the number of packages and units, and the net and gross weight;
  • verify the value, currency, delivery term and named place;
  • verify package markings against photographs before shipment;
  • confirm that all applicable permit and conformity documents are available;
  • approve the final version of the document set and prevent outdated files from being used.

A practical approach uses three levels of control. The commercial specialist checks the transaction and payment; the logistics specialist checks the physical parameters and transport particulars; and the declarant or customs representative checks the data required for the customs procedure and applicable regulatory measures. The final decision must be documented, and all discrepancies and review comments must be resolved before the international transport leg begins. If the shipment changes after review, the entire document set must be verified again.

This checklist helps organise the process but is not an exhaustive statement of legal requirements. Electronic customs-document structures and completion rules are updated over time. The company must verify the formats, commodity classification rules and national requirements in force on the transaction date, especially where a significant period has elapsed between contract preparation and the actual import.

Do documents in Chinese need to be translated?

Whether a translation is required, and in what form, depends on the applicable requirements and any request from the competent authority. An accurate translation of key technical information should be prepared in advance for document review.

Who determines the EAEU CN FEA commodity code?

The declarant declares the code based on the goods' characteristics and the applicable commodity-classification rules. For complex goods, a suitably qualified specialist should be engaged and, where necessary, the available advance-classification ruling procedures should be used.

When should certificates and declarations of conformity be checked?

Before payment and shipment. Confirm that the conformity document covers the manufacturer, model and characteristics of the goods being supplied and remains valid on the relevant date.

Are documents from the same supplier's previous shipment sufficient?

No. They may be used as a reference, but the new shipment's composition, particulars, document versions and current requirements must all be checked.
