First Step: Identify the Cargo Correctly

Terms such as “chemical,” “reagent,” or “battery” do not provide enough information to arrange transport. The exact product name, composition, concentration, physical state, UN number, proper shipping name, hazard class, packing group, and any subsidiary risks are required. Obtain these details from the manufacturer and verify them against the Safety Data Sheet (SDS) and transport regulations.

A product is not non-dangerous merely because the supplier wrote “general cargo” on the invoice. Adhesives, paints, aerosols, cleaners, samples, refrigerants, and battery-powered equipment may be subject to special conditions. The opposite error is also possible: some materials with a particular composition and packaging may not be regulated as dangerous goods. A competent specialist should confirm classification using current data.

ADR and Rules for Different Transport Modes

The Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) sets requirements for classification, packaging, marking, documents, vehicles, and road operations. If the route includes sea, air, or rail, the corresponding modal rules apply. A document and packaging set sufficient for one mode cannot automatically be treated as sufficient for a multimodal movement.

National requirements, terminal rules, and route restrictions also apply. Some carriers decline particular classes or configurations even where carriage is formally permitted. Before quoting, confirm not only the rate but cargo acceptance on every leg, transshipment capability, and temporary-storage conditions. Basic Document Set

For an initial assessment, the following are usually requested:

  • a current SDS including the transport section;
  • exact composition, concentration, and technical use;
  • UN number, class, packing group, and proper shipping name;
  • inner and outer packaging details, quantity, and unit volume;
  • photographs of receptacles, labels, marks, and completed packages;
  • commercial invoice and packing list with consistent descriptions;
  • for batteries, manufacturer-provided test and configuration data.

An SDS is not, by itself, authorisation to transport. It must apply to the specific product and manufacturer, be internally consistent, and contain sufficient information. The transport document is prepared under the rules for the selected mode. Additional certificates, permits, instructions, or evidence of personnel training may be required depending on the cargo, route, and operation.

Lithium Batteries: Parameters That Change the Requirements

For batteries, establish the chemistry, cell type, energy ratings, weight, quantity, and configuration: shipped separately, packed with equipment, or contained in equipment. Battery condition also matters. Damaged, defective, recalled, or waste batteries may face substantially stricter rules or be rejected by the selected carrier.

The manufacturer or distributor must make available a test summary under subsection 38.3 of the UN Manual of Tests and Criteria for the relevant cell or battery type. Match the model in the document to the actual goods. A bare “UN 38.3” statement without model and manufacturer identification does not demonstrate shipment compliance.

Before booking, confirm:

  • lithium-ion or lithium-metal technology;
  • cell and battery ratings required by the selected mode’s rules;
  • packaging configuration in relation to the equipment;
  • terminal protection against short circuit and movement;
  • absence of damage, swelling, leakage, or recall;
  • model match with the UN 38.3 test summary.

Chemicals: Composition, Packaging, and Compatibility

For chemicals, a trade name often hides material differences. Solvent concentration, flash point, acidity, toxicity, and physical state can change classification. If the SDS omits this data or conflicts with the label, request clarification from the manufacturer. A translation is useful operationally but must not distort source terminology or numerical values.

Packaging is selected according to classification and regulations, not merely supplier convenience. Check material, leak-tightness, permitted capacity, test marks, and compatibility between contents and packaging. Different substances must not be co-loaded without checking compatibility and segregation rules. Any transshipment site must be authorised and technically capable of handling the relevant cargo.

Checks Before Acceptance for Carriage

  • classification is confirmed and consistent across all documents;
  • the carrier has confirmed in writing that it can accept the specific cargo;
  • packaging and marking comply with the selected transport mode;
  • the route and all transshipment points permit the class and quantity;
  • actions are defined for damage, leakage, or rejection by the next leg;
  • the insurer has received an accurate cargo description;
  • current requirements have been rechecked immediately before dispatch.

Transit time and cost depend on class, quantity, packaging, route, season, available specialist-carrier capacity, border conditions, and customs processing.
